This is another disgusting and shameful act which the bareilwis and their soofee churchfather Ahmad Raza Khan makes permissible, the grandfather of GF Haddad, Asraar Rasheed and the Sunni courses posse from the like sof Abul Hasan Hussain Ahmad,, Abu Zahra, Faqir aka Sunnite.
Allaah The Great made it unlawful to marry our mother in laws as well as other relations and hence it says,

Prohibited to you [for marriage] are your mothers, your daughters, your sisters, your father’s sisters, your mother’s sisters, your brother’s daughters, your sister’s daughters, your [milk] mothers who nursed you, your sisters through nursing, your wives’ mothers, and your step-daughters under your guardianship [born] of your wives unto whom you have gone in. But if you have not gone in unto them, there is no sin upon you. And [also prohibited are] the wives of your sons who are from your [own] loins, and that you take [in marriage] two sisters simultaneously, except for what has already occurred. Indeed, Allah is ever Forgiving and Merciful. (Soorah an-Nisaa 4:23)
However Ahmad Raza Khan in answer to a question posed to him says the following,

VOCABULARY and EXPLANATION
Chint is a type of a cloth which is similar to cotton and it usually tends to be flowery. Pyjama – the context here is a of a lower garment syononmous with a shalwar and pyjamas in the the sub continent generally tend to be tight. Body – Here body means from the waist below as this is what pyjamas cover. Musaharah – are the women which are unlawful for us to marry which are mentioned in the above verse ie Soorah Nisa 23.
Astagfirullah wa na A’oozoobillah min Dhaalik
Most of the time the hanafee bareilwis say such quotes are always taken out of context by The Salafis and there must be some sort of explanation or the proceeding or preceeding texts may show something different. However this book of Ahmad Raza Khaan pertains to Questions and Answers and therefore proceeding and preceeding texts have no relevance to the text in hand.
Any sane unbigoted Muslim can clearly see this contravention of the Quraanic Text and a direct opposition to the word of Allaah. Furthermore this issue is digusting, vulgar and is far beyond the teachings of Islaam as it opposes the very basic essence of Islaam which is righteousness, uprightness, decency and good morals. Such teachings and rulings from the hanafee bareilwis are abundant in their religion and this one incident alone should highlight to our fellow Muslims what their foundations are really built upon.
FIRSTLY
Allaah forbade us from marrying our mother in laws for a reason. This ruling is clear and even the normal everyday bareilwi probably disgarees with what Ahmad Raza Khaan said, however what is important here is to understand the mindset of this soofee bareilwi churchfathers. When Allaah has forbaddin such a marriage, it does not mean that we develop relationships or that we indulge in other illicit sexual acts in order to fulfil our desires.
The words of the questioner are very clear, can I touch her body ie from the waist below over her pyjamas with a sexual desire and fervour.
Ahmad Raza Khaan says its okay, the actual word he used was KHAIR which means good but in this context it means its okay ie its permissible in that you can touch your mother in law from the waist below with sexual desires and fervour provided you do not feel her bodily heat.
SECONDLY
He says if you do feel the bodies heat, it will lead to what has been established in the Quraan ie the mother in law being unalwful for you will no longer apply because you have engaged in a sexual act with her and you dont do that with your mother in laws. Hang on a minute she is unlawful for you in any state because its a sin and your married to her daughter, irrespective if your are touching her or not. Also what relation does she have before you started touching her, does she become the mother in law if you feel her bodily heat. Where is the mention of this being a sin in the first place. Where does Ahmad Raza Khaan mention repentance and fearing Allaah for committing a such a sin.
THIRDLY
According to their understanding Ahmad Raza Khaans fatwa is therefore applicable to all the other women which are unlawful for us to marry ie your mothers, your daughters, your sisters, your father’s sisters, your mother’s sisters, your brother’s daughters, your sister’s daughters. So can you do the same to them over cotton clothes from the waist below with a sexual desire as long as you dont feel her bodily heat. Astagfirullah.
FOURTHLY
lets assume he means that if he touches his mother in law from the waist below with sexual desires and fervour and because this is not sexual intercourse, his marriage to his wife is not null or avoid ie in essence he can continue to do such acts with his mother in law as long he does not feel her body heat or has sexual intercourse with her.
Ahmad Raza Khaan does not say to him to repent or to seek forgiveness from Allaah from such sins nor does he reprimand him rather he says to yeh you can touch your mother in law with sexual desires as long as you dont feel her bodily heat.
May Allaah save us from heart blackening sins. Ameen
