Haafidh Ibn Qayyim said

The Muftee’s Who Issue the Most Verdicts

After him (ie the Messenger) those who issued verdicts were from the companions of the Messenger of Allaah (Sallalahu Alayhee Was-Sallam) and they number over 130, which are preserved from amongst the men and women. Most of them were from 7 companions.

1.      Umar bin al-Khattaab

2.      Alee bin Abee Taalib

3.      Abdullah bin Mas’ood

4.      Ai’shah Ummul Mu’mineen

5.      Zaid bin Thaabit

6.      Abdullaah bin Abbaas

7.      Abdullah bin Umar (Radhiallaahu Anhiuma Ajmaa’een)

 Abu Muhammad bin Hazm said if the verdicts for each companion were collated separately we would have a voluminous book.

Abu Bakr Muhammad bin Moosaa bin Ya’qoob Ibn Ameer al-Mu’mineen al-Mamoon collated the verdicts of Abdullaah ibn Abbaas in 20 volumes. And Abu Bakr Muhammad was an Imaam from the Imaams of Islaam in knowledge and hadeeth.

 

The Companions Who Issued Median Amount of Verdicts

Abu Muhamamd (Ibn Hazm) the companions who issued a median amount of verdicts were

1.      Abu Bakr as-Siddeeq

2.      Umm Salamah

3.      Anas bin Maalik

4.      Abu Sa’eed al-Khudree

5.      Abu Hurairah

6.      Uthmaan bin Affaan

7.      Abdullah bin Amr bin al-Aas

8.      Abdullah bin Zubair

9.      Abu Moosaa al-Ash’aree

10.  Sa’ad bin Abee Waqqaas

11.  Salamaan al-Faarsee

12.  Jaabir bin Abdullah

13.  Mu’aadh bin Jabal (Radhiallaahu Anhiuma Ajmaa’een)

 And if the verdicts of each of these companions were collated a small sized book would be produced. These names may also be added to this list, like Talhah, Zubair Abdur-Rahmaan bin A’uf, Imraan bin Hussain, Abu Bakrah, Ubaadah bin as-Saamit and Mu’awiyyah bin Sufyaan (Radhiallaahu Anhiuma Ajmaa’een).
